The city has the highest number of helicopters operated regularly in the world. Ensuring the safety of these helicopters requires careful use of cranes. The city has high levels of air pollution and basic environmental problems related to sanitation persist. The unreliable weather is expected to pose tremendous challenges to the project with drizzling expected on many days.The country has a management skills shortage leading to high salaries for managers in Sao Paulo (Crawley, Swailes, and Walsh 17). The University of Sao Paulo has a strong engineering and construction curriculum. The favela communities in the city can provide semi-skilled labor (Poelzl 73). The heavy machinery required will have to be imported from America. The design of the RTS will require collaboration between local and foreign designers and engineers.Brazil and America share one common feature. They have both been enriched by the diverse cultures of the people who shaped their history. There are numerous cultural differences between the two countries. A majority of Brazilians are Catholics who do not work on Sunday (Poelzl 46)Most senior government and business people are fluent in English having been educated in USA and Europe. However, Portuguese is the most widely used language (Desai, Qorro and Utne 24). The other side of a business card should be translated into Portuguese.The Brazilians are madly in love with football what Americans call soccer. Brazilians love to do business with people and companies they know well. The people sent to do negotiations do not have the decision making authority (Poelzl 254). For the design and building teams to collaborate well there should be deliberate opportunities for them to interact.Brazilians love to party and carnivals can be expected to interrupt trucks transporting construction materials (Poelzl 91). Knowing when carnivals are planned in the city is important to ensure that construction materials arrive in time by moving up their transportation schedules or changing routes. Sao Paulo is known for varied ethnic cuisine and car races. Networking should take advantage of these local delights.The delivery method to be used is the Design/Build approach because it focuses on win-win relationships that optimize cost, function, efficiency, delivery and maintainability (Lowe 111).
