They discuss the formal housing sector in Istanbul in relation to the private sector and public-private partnerships, local and the central government’s Housing Development Administration. The paper focusses on the emergence of gated communities in Istanbul and the involvement of the Housing Development Administration. It also discusses public-private partnerships in a housing project on public lands.Procedure: The paper begins with an abstract followed by an introduction that discusses the emergence of gated communities. It discusses the quality of life in relation to housing highlighting the factors that contribute to people’s housing choices such as privacy, physical and social qualities of the settlements. The pair then focusses on gated communities in Istanbul, which is sectioned into housing settlements realized by central government (HDA) and housing settlements realized by the municipality (KIPTAS).Findings: The paper concludes that the number of gated communities has increased significantly in Istanbul. This can be attributed to the success of the central government’s Housing Development Administration and the adopted models as well as its association with local authorities and the private sector. This, however, promotes segregation in Istanbul.Conclusion: This paper provides insight into the authority and functionality of Istanbul’s central government’s Housing Development Administration and the local governments in housings. It also highlights the implications of gated communities in the countries social network.
