This plan has only been jeopardized by the inadequacy of the nurses, hence there is need to employ more nurses to meet the ever-increasing demand for the services. In the Historical context, there has been the problem of patient visiting the hospital with condition that only requires lifetime management; inclusion of the home based care will thus be of great help.Over the time, there has been increased concern to practice Home health care with several nurses engaged in the nurses, even thought the number is still not sufficient given the ratio of the patients who are in need of the care. Through the CLASS Act, there has also been package set a side for the funding of the program at $50 daily, this is to ensure that the services do not meet funding problems. In the recent past, it has been found that the nurses to patient ratio is 1: 15, this is an abnormal situation that cannot be tolerated if the program has to stay (Amadeo 2013).AB50 bill, is a bill that seeks to make the med-cal services more accessible to the target population. In its current state, the bill is not clear on the services provided, the categories of the population that are to be served, and how a patient is supposed to apply for medi-cal benefits (Rosenstein and Caroline, 07). The bill also requires healthcare providers to be more clear on the services they provide and allow the patients to access these services in advance without the interference of the private and public managers of these facilities (Rosenstein and Caroline, 07).This public policy requires government intervention because healthcare is a basic need for every citizen of the state. If an individual is not affected then a family member or anyone close must visit these facilities occasionally (Rosenstein and Caroline, 10). People pay for these services and it has proven to be one of the highest revenue earners for the country. Therefore, with high taxation rates then greater interest and care is essential.Apparently, healthcare have been raising so many policy issues due to the several challenges it encounters in terms of market failures, insurance uncertainties, poor transmission of information, and speculation over the outcomes. Many drugs and disseminations administered do not prove to be as effective as to the expectation of the patient.
